Has anyone come across such a thing? It's mentioned here as an alternative to fish sauce

I know that The Pembrokeshire Beach Food Company do a ketchup, but not sure if that's it.

I haven’t! In that context is it just a synonym for vegetarian “fish” sauce, which I understand is ok

ah ok. Thanks. I will get some of that... although I'm be tempted by the Pembrokeshire stuff but the postage is steep. Perhaps I can find an online shop that has it along with other things I'd like.
A Thai salad really appeals at the moment.
He does suggest some slightly rarified ingredients (along with alternatives). Mandarin juice (I used to buy that in Safeways when I first came to London back in '86. Delicious.) and coriander root...

Re: seaweed sauce
I have heard if it and think more in the context of the sauce Sue mentions.
Talk of a Welsh sauce made me think of Laverbread and I found this whilst looking for Laverbread sauce .. not what you were thinking of I imagine!

That looks a bit like something from the bottom of my kitchen waste composing bin! Or something you put on your hair to make it go red (i.e henna). I am sure it's very nice though!

Hmm, puréed samphire (and spinach?) and…? Sounds tasty.
